Taiwan Textile Federation reacts to forced labour allegations

The Taiwan Textile Federation (TTF) has announced the creation of Responsible Recruitment and Employment Guidelines for migrant workers in Taiwan's textile industry, effective December 10, 2025.

These guidelines reference international standards, including those from the International Labor Organization (ILO), and aim to ensure legal compliance and protect migrant workers.

Key points of the statement include:

  • Employer Pays Principle: The foundation is a commitment by employers to cover the full cost of recruiting, hiring, training, and employing migrant workers, ensuring no worker pays for a job.

  • Anti-Corruption Stance: Mills are urged to refuse payment of extra-contractual, undisclosed, inflated, or illicit fees (such as bribes or kickbacks) to uphold global anti-corruption efforts and mitigate the risk of customers violating laws like the UNCAC and FCPA.

  • Industry Collaboration: The TTF and the textile industry commit to working with international organizations and brands to jointly urge migrant worker home countries to address corruption and promote ethical recruitment transparency.

  • Implementation Support: The TTF will collaborate with customers and organizations to provide training and documentation to help mills successfully implement the new guidelines and adopt internal policies.

  • Future Government Action: The Ministry of Labor is expected to release its own guidelines in January 2026, referencing ILO indicators, to help companies conduct self-assessments and provide a consistent framework for forced labor prevention, which the TTF will assist mills in complying with.
